background of the speech search not to sear certainly not to be ignored, his inaugural committee was subpoenaed demanding documents related to donors, vendors and finances. the investigation covers a long list of potential crimes, they include conspiracy against the united states, along with illegal contributions from foreign nations, and contributions in the name of another person also known as straw donors. wall street journ sal rep"w reported last year that the subpoena is being reviewed and it is their intention to cooperate. much of the fund raising was headed by former senior trump campaign official rick gates. he pleaded guilty to a variety ever fe of felonies. and the trump administration facing another possibly messy confirmation ahead of the

president nominating act interior second david bernhardt to replace ryan zinke who resigned late last year. bernhardt is a former energy lobbyist and he is tapped to lead the department with the dual and many say contradictory missions of developing and protecting america's natural resources including oil and gas. the "washington post" has reported bernhardt lobbied for many of the businesses that he would now regulate. last year he said that he was committed to avoiding conflicts of interest. dueling narratives over that racist photo that appeared on virginia governor ralph northam's medical school yearbook page. a member of the 1984 staff tells cnn the photos were chosen by each student and submitted in a sealed envelope with the student's name on it, they were not chosen at random. governor northam claims he never saw the photo in question before he was confronted with it last week. he is resisting calls to resign and is said to be weighing his options. and now the lieutenant governor who would take his place facing

a controversy of his own. questi we get more from ryan nobles. >> reporter: good morning. a whole lot has happened here, but not much has changed. the governor ralph northam still in office, his lieutenant governor justin fairfax still in that same position, but there is a lot of uncertainty about the future of both of these men. we know ralph northam gathered his cabinet on monday for a tentious and what was described as a solemn meeting where he essentially begged his cabinet to stick with him, to give him more time to prove that he is not the person in this racist photo that has gotten so much attention. northam saying that he wants to stay in office to clear his good name because he doesn't want to be thought of as a racist for life. all of this drama comes at the same time that a new report has emerged about the lieutenant governor justin fairfax who would take over were northam were to resign. the accusation comes from a woman who accuses the lieutenant

governor of sexual assault while they were at the democratic convention in 2004. fairfax vehemently denies this ever took place and he called an impromptu press conference yesterday to clear his name. take a listen. >> you now have something that was 15 years ago and yet you don't have a shred of evidence. it was first posed a year ago. it went to the "washington post" and "washington post" made the decision not to run the story because it is uncorroborated and false. you just go away until you find another opportunity to get back in the media. >> reporter: there is no doubt that the new allegations complicate the situation here in richmond. there is uncertainty what the next week could bring. and for now we know ralph northam has no plans to resign and that justin fairfax is not going to back down as these accusations are leveled against him.

this point? >> you are referring to teleprompter trump. teleprompter trump looks uncomfortable. what am i -- if this were a normal presidency, that is a big if, right, this would be a moment for a pivot because it is an era of divided government. the american people said in november we want compromise. that's what it means. we hear from surrogates that this will be a different kind of speech. so i'm anticipating some new higher, better themes. perhaps not so much of a discussion of attacks along the southern border. my question is what happens tomorrow. the tweets tomorrow. the undermining of the theme, the attack of the speaker. so tonight we may see a slight pivot, although this president doesn't tend to pivot. we may see some broader themes. but what really matters in this era is governing. and this administration is understaffed and the president is not that interested in meeting people as we know from his now leaked schedule.

so is he actually going to govern, will he inmplement whatever grand themes he talks about. >> he hasn't waited long in the past to jump on twitter. the dynamics in the room fascinate me. of course first the guests that will be there, we may see a potential former trump resort employee, an undocumented worker who was fired. >> not a guest of the trump administration. >> and we will also see families of victims hurt by undocumented workers, joshua trump. which guest stands out the most to you? >> well, boris, look, i think that there are two parts of it. the first part is it would be very healthy for our country just to have a national moment which is not too controversial. you know, these states of the union are often boring. generally speaking they rarely involve soaring rhetoric. sometimes presidents uses them to set a big goal.

lbj 1964, war on poverty. bill clinton talked the era of the government. so some are just about governing. it would be nice if these guests reflect you are natiour nation challenges facing our nation. so not one stands out. the very fact that we have guests is a good thing. i'd like to have a nice national moment. >> the other dynamic i want to watch for is not only the president having nancy pelosi over his left shoulder. >> literally over his shoulder. such a great optic. >> the 2020 contenders that are in the room, kamala harris, cory booker, elizabeth warren, they will be watched. what are you expecting from them? do you think that we'll see a representative joe wilson moment where one stands up and says liar to the president? >> right now i'm really worried about 2019. i'll worry about -- we need a government that works. so what i would like to see is some kind of effort at compromise because that is the

only way that we'll get through the southern border issue. saying wall, wall, wall publicly, negotiating publicly, will not lead to a compromise and we need a compromise. so what i'm hoping for is a 2019 solution. the 2020 people should watch, did whatever they have to do, but right now we need a government that works. >> let's talk about the president's approval ratings. we put them together for you sort of historical. and what is interesting here, look at ronald reagan in 1983. for so many people they talk about trump's approval rating at 40%, which is i think that is up actually a little bit, but historically quite low. ronald reagan turned that around and was able to win handily re-election. what is the message here for president trump and what he needs to do before 2020? >> teleprompter trump and ronald reagan are very different people. ronald reagan was magnificent at giving speeches. ronald reagan understood actually he was very good at

pivoting. one of the things that people don't fully remember about the reagan era is that reagan raised taxes without being held responsible for it. he changed his policy toward the soviet union without people saying he was a flip-flopper. he had that and. he had t he had the ability of bringing americans together. he had in a sense other than time a soothing effect on the american people. donald trump is always divisive, always seeking to make his base happier and everybody else angrier. if he chooses to be reaganesque, i'm not sure it would be all that believable, but if he chooses to be reaganesque, we might see his numbers go up about. if he talks about infrastructure and actually did something, he might find democrats supporting him. but so far he has approach incapable. >> thank you for choosing greatness and deciding to be with us. >> choosing "early start." nice to see you. the inaugural committee has
